Hispanic Contractors Work to Build a Better
Texas

Arias. Governor Perry , the first Texas Governor to attend an
Hispanic Contractors event was presented with an official
Hispanic Contractors cap, t-shirt, and hard hat following his
keynote speech at the Hispanic Contractors de Texas 6th Annual
Convention and Hard Hat Expo Luncheon.
Governor Rick Perry was the luncheon keynote
speaker at the Hispanic Contractors Association de Tejas
Annual Convention Hard Hat Expo, held in Dallas, Texas on
November 1-3, 2001. Governor Perry is the first Governor of
Texas to attend an Hispanic Contractor event.
Describing a future for Texas build on
opportunities for all Texans, Governor Perry told the audience
of corporate and government procurement agents, prime and
subcontractors, that he fully supports HUB contracting.
Governor Perry also said that he supports Propositions 2 &
15 on the November 6 ballot, which would not only build on
Texas’ critical transportation infrastructure, but would also
provide contracting opportunities for Hispanic contractors
across Texas.
Governor Perry introduced two of his recent
appointees, Gilbert Herrera, Chairman of the General Services
Commission, and Massey Villarreal, Chairman of the Department
of Economic Development. Mr. Villarreal, who delivered guest
remarks, said that he supported accountability for full
participation of HUB contractors in state contracting
opportunities. Mr. Villarreal formerly served as Chairman the
Texas Association of Mexican American Chambers of Commerce
(TAMACC).

The Hispanic
Contractors Association (HCA) hosted a Constitutional
Amendment with Governor Rick Perry and Ricardo Calderon,
Chairman of the Texas Association of Mexican American Chambers
of Commerce (TAMACC)

This year’s HCA Convention and Hard Hat Expo
was the largest and most successful ever. The Convention also
featured procurement presentations, panel discussions,
workshops and seminars on topics including construction law,
safety, technology, bonding and insurance, and developing
wealth, and a reception with gubernatorial candidate Tony
Sánchez. The Hard Hat Expo featured more than 100 exhibitors.
Evening entertainment included a Celebrate America
Party featuring Texas Latino and an Awards Gala and
dance featuring Ram Herrera.
The 2001 HCA Awards were presented to DFW
International Airport, Public Entity of the Year; Austin
Commercial, Corporation of the Year; Treviño Mechanical,
Hispanic Contractor of the Year; Eugene Walker, Advocate of
the Year; and Mike Treviño, Chairman’s Award. The HCA Dallas
founders, Javier Arias, Valentin Arruguin, Vincent Espinosa,
Ernesto López, Gilbert May, and Tomás Reyes, also received
special recognition. The new leadership for the Dallas HCA was
sworn in and Adam Treviño will replace Javier Arias as
Chairman beginning January 2002.
"The fact that Governor Perry was our keynote
speaker, the quality of our workshops and seminars, the amount
of procurement opportunities presented at this event all speak
to the growing influence of Hispanic contractors in the
economic future of Texas," said Mr. Treviño. "As an
organization, we will continue to advocate for full
participation of Hispanic contractors in public and private
sector procurement, and to work to assist our members to build
their businesses and the personal wealth that will open more
doors of opportunity for our youth. As the new chairman of the
Dallas HCA, I look forward to working with Governor Perry to
build a better Texas." |
